Job Background
As Planning, Learning & Accountability (PLA) Coordinator you are responsible for the development, coordination and mainstreaming of standards and tools that contribute to effective program planning and learning and ensure that the organisation can account for the effectiveness of its interventions. PLA covers the topics of Planning, Monitoring and Evaluation (PME), Research and Knowledge Sharing/Management.
Job Duties
• Based on organisational programming practice and international standards, ensure that standards regarding PME, Research and Knowledge Sharing are developed / revised, disseminated and remain up to date; • Based on the standards; ensure that (creative) guidelines, methods and tools are developed for all areas of PLA (focus on PME and knowledge sharing); • Stimulate and monitor PLA developments in the programming countries. Keep overview of and advise on PLA standards, guidelines, methods and tools; support the development of in-country PME systems; review country strategies, proposals, reports and evaluations; • Build capacity of WPA program staff in PLA; design/provide Briefings, Training of Trainers, tailored trainings and ongoing support to program staff in applying PME standards and methods and development/implementation of in country PME systems; link initiatives in different countries; Stimulate knowledge sharing and management. • Ensure linkage/integration with thematic fields; liaise periodically with other Coordinators to ensure the use of uniform PME methods in all areas of programming and to support the development of logical frameworks; ensure use of uniform methods, tools and forms • Represent the organisation externally, in relevant platforms/networks; sensitise public (e.g. lectures) on developments and results • Functional management of two PME Specialists (who hierarchically report to PSD Manager), which encompasses guidance, motivation and monitoring of the Specialists’ work. • Responsibility for PLA results; lead in definition of PSD annual results on PLA work; report on PLA achievements as well as developments in the program countries; give input to, monitor and account for PSD budget assigned to PLA work. As PLA Coordinator you are part of the Programs Support Department (PSD), reporting to the Manager of PSD.

3043 to 4346 euro gross per month

Job Qualifications
• Relevant academic background (Social Sciences / International Development Studies); • Specialist knowledge of current principles and practices regarding Planning, Monitoring, Evaluation, Learning, Research and Knowledge Sharing/Management; • Understanding of child rights programming in conflict and post conflict environments; • Extensive work experience in developing countries / conflict areas; • Minimum 3 years work experience in PME, Research and Knowledge Sharing/Management; • Minimum 3 years experience in the field of policy development and implementation; • Minimum 3 years experience in staff capacity building and conducting participatory trainings; • Ability to express himself/herself skilfully in written and oral English. French, Dutch and/or Spanish are an advantage; • Strong critical analysis and strategic thinking skills; • Leadership and coordination ability; • Ability to facilitate and provide participatory trainings; • Excellent communication skills; ability to give and receive feedback. • Flexible and prepared to travel regularly.
