Job Background

To manage staff and project development on behalf of the Regional Director. As a senior manager in the Region, to contribute to the overall regional management and representation of the Organisation in the Region. To provide leadership and nurture teams, ensure programme quality, communicate success, share learning and represent the Organisation

DIMENSIONS:

•        Required to develop long term vision and strategic planning to achieve significant impact from a major program unit
•        Representing the Organisation corporately and managing and influencing significant and high profile external relationships in a specific programme unit.
•        Help shape organisational and divisional objectives in a specific programme unit or team/region.
•        Leadership of specific major program unit. Set and lead the delivery of specified programme unit and/or team objectives
•        Plan and manage human and financial resources and processes related to specific programme unit and/or area of expertise.
•        Management of a broad spectrum of programs or geographies, with a variety of competences and skills required. Management tasks and problems are diverse and complex and involve a significant degree of risk (financial, security, brand).
•        Produce, assimilate, analyse and use programme information from varied and diverse sources to provide in-depth analysis in the specific programme unit or policy area.
•        Decision-making is strategic and operational with a high degree of judgement based on specific problem solving experience and a range of external and internal factors.
•        Working autonomously with significant financial, human resource, security and representational responsibility.
•        Role as key decision maker/responsible person for program unit.
•        Direct the formulation, organisation and delivery of high-level lobby, and advocacy as part of the big “P” programme and actively participate in lobbying and advocacy.
•        Lead the alignment of programmes with corporate priority campaigns and ensure effective harmonisation of planning and management
•        Plan and implement fundraising plans and ensure proper reporting and accountability to multilateral and bilateral donors

Job Duties


KEY RESPONSIBILITIES:

Drive programme strategy and quality
•        Work for and on behalf of the Regional Director to deliver the region’s programme objectives by driving the programme strategy and quality and by providing thematic leadership to one or more of the programmatic areas across the region.
•        Strong leadership, role modeling, and performance management on the quality of programme design, ensuring the programmes demonstrate impact and are based on rigorous context and poverty analysis. Ensure one programme approach is embedded across the region that includes policy advocacy and campaigning.
•        Provide high quality, value adding strategic programme insight, support the development and delivery of programmes in line with MEEECIS vision and priorities, ensure impact is measured and communicated across the region.
•        Bring in learning and good practice from other programmes, lead and drive communities of practice to ensure cross programme learning.

Management and Development of Country Directors (CD’s)
•        Performance management and development of the CD’s, act as a sounding board for the CDs on complex management issues.
•        Support CD’s in spotting and developing talent by working closely with the HR team.
•        Support CD’s in Single Management Structure project
•        Able to drill down when things are not working and ensure delivery through accompaniment and support – ability to step in and out when needed
•        Ability to be mobile and to step in as acting CD when needed and in the absence of in country alternatives.
   
Representation and communication
•        Engage in advocacy and representation on behalf of the RD/ CD’s and be prepared to act as a spokesperson as needed.
•        Communicate the programme impact and significant developments within and outside of the region and seek and identify opportunities for communication.

Resourcing
•        Work proactively with the CD’s and the funding team to ensure programme growth a funding through a pipeline of high quality proposals and supporting the marketing and funding processes.
•        The RPM is the critical point of contact in the Regional Centre (RC) for the countries; she/he needs to have full information to represent the countries in the regional centre, within the wider organisation and externally in the UK and elsewhere acting on behalf of the RD/CD’s.
•        The RPM is an interlocutor to help bid for and manage country support needs by agreeing with CD’s on resourcing needs in advance and working closely with RC teams to co-ordinate the competing demands and ensure proactive and timely resource provision (internal and external).
•        Depending on the capacity of the CD to provide proactive leadership in cross-divisional tasks.

A key player in the Regional Management Team (RMT)
•        Shape and influence the regional vision and priorities, take on regional and corporate roles
•        Be an active RMT member, share corporate management tasks across the RMT function; work closely with the other RPM on programme support, learning and exchange.
•        Contribute to the overall management of the Region, deputising for the RD as requested

Job Qualifications

Essential

•        Substantial experience and proven track record of successful design, delivery and quality control of strategic programmes obtained through senior level field experience in relief and development work in more than 3 countries.
•        Substantial proven track record of managing multifunctional teams at distance, strong people management and facilitation skills
•        Sector expertise in one of the following areas (Livelihoods / agriculture, market access, governance, essential services, gender, climate change, private sector involvement, humanitarian)
•        Flexible, proactive, able to adapt leadership styles to different contexts and teams, ability to work independently
•        Ability to think strategically, proven ability to drive strategic vision.
•        Proven ability to effectively manage large budgets, funding, information and systems
•        Excellent representation and influencing skills, ability to build alliances, network, communicate internally and externally and represent Oxfam at a senior level
•        Cross cultural skills and understanding of different programmes and/or management environments, normally only to be gained by experience of living and working internationally
•        Ability to undertake unaccompanied travel away from home base, up to 12–16 weeks a year (indicative)
•        Excellent written and verbal communication skills & fluency in English

Desirable
•        Senior humanitarian skills, experience and strategic ability highly desirable
•        Good understanding of the political, economic and social context of the ME/ EECIS region
•        Working knowledge of Arabic
