Job Background

Main purpose of the role
Reporting to the Country Director as a member of the Country Management Team, the CHD is responsible for the overall development and delivery of the health component of programme in DRC. This involves ensuring that current projects are delivered within remit and to a high quality, the development of future programmes and the development of a country health strategy. The main responsibilities are as set out below.

Overall Objectives (scope)
The Country Health Director will be assigned some specific objectives to achieve within his/her general responsibilities. A specific attention will be paid at:
•        Extending/enhancing influence within the Health Cluster at all levels,
•        Strengthening DRC projects quality, technical coordination and follow-up,
•        Ensuring the turn-over and expansion of DRC programmes.

Job Duties

Responsibilities
Leadership

•        Coordinate and functionally manage the overall planning and direction of health activities at country level in collaboration with CD and DCD;
•        Proposed programme direction for the approval of the CMT;
•        ,Develop and maintain a coherent health strategy across programmes;
•        Create a shared vision among all health staff of programme aims and their role in achieving these;
•        Develop and maintain a coherent health strategy across programmes

Programme Management

•        Maintain an active presence in the field to ensure that the health components of projects are carried out in a timely manner, to a high quality in accordance with project design;
•        Provide advice and technical support to all health team members ensuring that issues are resolved;
•        Ensure that programmes are implemented according to organisational policy and recognised national and international standards with appropriate monitoring and evaluation;
•        Ensure that all medical protocols and data collection forms are available in all project sites and designed in collaboration with provincial MoH representatives, and ensure the team is fully conversant with and trained in their use;
•        Ensure that the health components of internal and donor reports are completed to a high standard and in a timely fashion;
•        Provide technical specifications and quality control for medical logistics in collaboration with the logistical coordinator and Medical Coordinator;
•        Enhance technical and health management skills of national health staff through ensuring the provision of formal & informal training in conjunction with medical coordinators;
•        Identify, strengthen the use of, and/or develop a monitoring and evaluation tool specific for DRC field sites, in collaboration with field staff, M&E Coordinator under supervision of the CD and DCD;
•        Train or source training for all relevant expatriate and senior national staff on the monitoring and evaluation tool, in collaboration with M&E Coordinator as per agreed planning with CMT and in line with M&E policy;
•        Provide technical support and input into the development and implementation of research components of programmes in DRC.

Health Strategy and Programme Development

•        Monitor the health and humanitarian situation in the region and advise the Country Director and Health Advisor on appropriate courses of action;
•        Undertake/assist needs assessments as necessary and guide the emergency capacity in such activities.
•        Develop and support a coherent health strategy to reflect health needs and organisational capacity to meet these, in particular focusing on different donor compliance and mainstreaming of programmes;
•        Lead and contribute to the preparation of high quality and timely programme proposals in response to health needs in collaboration with Country Director and other staff;
•        Support the Country Director in negotiating new programmes with donor representatives;
•        Develop emergency preparedness capacity in relation to the humanitarian context and advise the Health Advisor accordingly;
•        Ensure appropriate systems and plans are in place for dealing with health emergencies and provide leadership for staff during emergencies;
•        In conjunction with the Country Director and London Policy Department, advocate for appropriate health policy change at a national and local level.
•        Engage with all actors and forums and research partners active in investigating health financing within DRC.

Staff Health
•        Responsible for staff health and well-being through implementation of Staff Health Policy including preparing and updating medical evacuation procedures regularly;
•        Ensure all new international staff are briefed on the medical evacuation procedures
•        Ensure national staff health policy is developed and implemented

Representation
•        Represent organisation’s programmes to the MoH, UN agencies and (I)NGOs and Donors when appropriate at local, provincial and national level;
•        Represent and provide technical expertise and input on behalf of Merlin at consortium (partner) meetings and workshops when required;
•        Contribute towards the dissemination of health work through publications (general, health sector, academic) under the supervision of the DCD and CD and in consultation with the health & policy and PR departments.

Other
•        Undertake any other assignment as required by CD, DCD.

 
Salary

£38,050 to £38,800 per annum, inclusive of Cost of Living

Location

DRC (Congo) – 30% Kinshasa and 70% in the field (based in Goma)

Job Qualifications

Essential
Qualifications, experience and competences

•        Medical doctor with Master in Public Health or equivalent degree
•        Substantial post qualification experience in managing public health services within developing countries
•        Strong communication skills, with excellent written and spoken English & French
•        Previous responsibility for health project management in emergency and transitional / development settings
•        Extensive overseas management experience including strategic planning, and programme management
•        Substantial experience of Primary Health Care, Epidemiology, Infectious Diseases e.g. malaria, HIV/AIDS and Reproductive Health
•        Successful experience of representation at national and local levels
•        Ability to write clear and concise reports/proposals
•        Substantial experience of training staff and a commitment to national and expatriate staff capacity development
•        Experience of both emergency and transitional / development settings
•        Experience of investigation and application of health financing & cost recovery models
•        Ability to use appropriate management tools to ensure effective running of the programmes, staff management and development
•        Understanding of security management and the ability to live and work in an insecure environment
•        Flexibility towards treatment protocols and ability to incorporate advice from the medical team when developing the same
•        Diplomatic (for working with authorities)
•        Ability to remote manage a medical team
•        Excellent management and personnel skills to enable the motivation, encouragement and Participation of the medical team
•        Confident and proficient in the use of MS Office
•        Experience of establishing strong working relationships with colleagues from different functions and cultures and an ability to work well with local authorities and other humanitarian actors
•        Experience of a flexible approach to managing and prioritising a high workload and multiple tasks in a fast paced environment with tight deadlines
•        Experience of proactively identifying and addressing issues


Desirable
Qualifications, experience and competences
•        Previous working experience in DRC
•        Clear understanding of Congolese MoH initiatives and strategies
•        Previous experience working in partnership and consortia
•        Experience in overseeing research projects especially related to health financing
•        Experience in working in post war conflict.
