Job Background

Our Client has been working in Sudan for over 20 years and has provided essential support and services to vulnerable older people and their dependants. They are committed to providing a community based approach to address the most pressing needs.

They are currently looking for an Emergency Programme Manager to be responsible for the implementation, management and administration the International humanitarian programme in Darfur. To take a leading role in the international agency community in Darfur in the protection of older people in the current crisis. To research and propose new and appropriate areas of work in the affected area and manage their establishment.

Job Duties

•        To manage day-to-day activities in Darfur, ensuring an efficient humanitarian response and an effective, accountable use of funds.
•        To represent at all relevant co-ordination bodies, for example the Protection Working Groups and UN inter-agency meetings.
•        To ensure that all programme activities in Darfur are firmly situated within the established humanitarian framework for response and therefore in close collaboration with the relevant local authorities, UN agencies, ICRC and NGOs.
•        To advocate on behalf of older people in Darfur in order to promote their inclusion in programmes outside the reach of activities.
•        To be responsible for all aspects of international staff management in Darfur including R&R, annual leave, job review and security within the policies. This will also include international staff professional development and guidance in planning, implementation and evaluation of their programmes as well as identifying capacity building opportunities as they arise.
•        To have ultimate responsibility for local staff management in Darfur, including the recruitment of support staff, development, guidance in their activities, and capacity building and ensuring that the practice complies with Sudanese Labour law taking advice from the country development programme.
•        To control and manage expenditure of the budget, including monitoring of expenditure, supervision of the monthly finance reporting process accounts and revision and maintenance of financial controls.
•        To identify and explore new operational and strategic opportunities for the programme.
•        To take overall responsibility for the preparation of all proposals and monitoring and reporting to donors from whom funds are secured. These will be submitted to the Country Director in Khartoum and then passed onto Head Office in London for sign off after appropriate input from concerned departments
•        To develop, in collaboration and consultation with the Programmes Department in London plans for on-going and future activities in Darfur.
•        To ensure the security and maintenance of the International property, including vehicles, accommodation and equipment.
•        To ensure staff safety through adherence to security guidelines and UN evacuation plans.
•        To provide monthly narrative and financial updates to the Country Programme Director and London on all programme activities and other developments in the region.
•        To travel to Khartoum and other areas of the country, where necessary in order to fulfil the above

 
Salary

£26,140 - £28,642

Job Qualifications

•        Substantial experience of managing emergency programmes including staff management and capacity development with a significant amount of international experience.
•        Knowledge and experience of working in Africa
•        Experience of work in insecure or highly sensitive political environments
•        Clear understanding of the humanitarian environment and the issues facing implementation of humanitarian projects.
•        Fluent English (written and verbal)
•        Ability to write high quality proposal, concept papers and reports in English
•        Technical and managerial competence in the design of needs assessments, programme development, implementation, monitoring & evaluation of impact
•        Proven capacity to develop budgets and monitor expenditure
•        Able to prioritise work
•        Experience of managing cross functional teams, including international and national staff, across different sites
•        Willingness and ability to work in difficult environments
•        Tact and diplomacy
•        Demonstrated capacity to interrelate with people of different cultural backgrounds
•        Working knowledge of Sudan
•        Experience in Darfur
•        Abilities of speaking Arabic at functional level
