Job Background

The National Society Support and Programmes Department (NSSP) within the International Division manage longer-term support working with partners. The support focuses on activities that address health and HIV issues faced by many poor and marginalised communities. Our client and its partners work with communities to help them identify health threats and their causes and empower them to find appropriate solutions. Communities are supported to develop health awareness and take actions to prevent illness, whilst promoting greater access to health care services. They work through its partners with many communities affected by HIV and AIDS, TB, malaria, cholera and other preventable diseases. Their aim is to help build the resilience of vulnerable communities to prevent and mitigate the impact of health related and other emergencies.
The focus of this post will be in collaboration with the Health and Care Team to provide technical advisory support to NSSP in its development of a growing portfolio of health and HIV activities and programmes. The post holder will work closely with the members of the Health and Care Team to continue development of an integrated approach to supported health and care programming. The Health Adviser, as a member of the Health and Care team, will work with other team members to ensure the optimal use of team resources to address priorities. Whilst there will be an initial focus on Africa the geographical area covered by the post holder may change to ensure the most effective use of team resources.

Job Duties

•        Ensure that the NSSP team plans are consistent with priorities identified within the Corporate and International Strategies, particularly those relating to health and care and reflect the aspirations to provide high quality support to our partners and the programmes they manage.
•        Provide technical advice to NSSP on supported partners’ health and care programmes.
•        Within the NSSP Department, promote linkages between health and care, HIV, organisational development and disaster preparedness, recognising the role of health as both essential assistance to beneficiaries and an entry point for the capacity building of National Societies.
•        Assist in the identification and assessment of proposed support to partners’ health and care related programmes and activities.
•        Participate in UK and field-based assessments, planning, monitoring and evaluation of health and care related programmes and activities supported.
•        Identify new opportunities to develop its support to partners’ health and care programming.
•        Contribute to the understanding of the capacity of partners’ to implement effective programming in health and care.
•        Consult with the Health and Care Team Leader on key health and care related issues in areas covered by the regional teams and advise on appropriate policy and operational response, whilst promoting an integrated approach to health care and promoting gender sensitivity.
•        Ensure that programmes supported are relevant to the needs of the beneficiaries and represent an effective use of resources.
•        Work with the Planning, Programme and Quality Advisor in the Humanitarian Policy & Partnerships (HPP) Department to develop and maintain the quality of health and care related programmes supported.
•        Work with other Technical Advisers and HPP Department to develop beneficiary accountability as a key element of health and care related programmes supported.
•        Work with other Technical Advisers and the HPP Department to develop and maintain mechanisms to demonstrate and monitor the impact of supported health and care related programmes.
•        Work closely with partners to promote high levels of accountability to donors.
•        Assist NSSP to identify, promote and support initiatives that build partners’ capacities to implement high quality health and care related programmes for vulnerable people.
•        Working closely with the Health and Care Team Leader to contribute to the development of a health and care sector policy.
•        Undertake / participate in appropriate health and care programme-related research, as requested.
•        In collaboration with the Fundraising Division and colleagues within the NSSP Department, develop donor-funding proposals for partners’ health and care programmes.
•        When appropriate, support the recruitment and selection of overseas personnel in collaboration with the International Personnel and Training Department.
•        Develop and maintain external health and HIV related contacts as appropriate with institutional bodies such as Department for International Development (DFID), other humanitarian agencies, academic institutions and networks including the UKAIDS Consortium.
•        Attend relevant seminars / meetings on matters relating to the health and HIV issues and represent NSSP at national and international forums.
•        Provide briefings for Senior Management and Trustees as requested.
•        Undertake international on-call duties when required.

Job Qualifications

>        Professional qualification in health
>        International field experience in aid agency sector, especially in the development and effective implementation of health and HIV programmes in Africa and globally at community level within the health and care and humanitarian sector
>        Experience of developing, supporting and leading Health and HIV programmes.
>        Experience of working in an advisory capacity
>        Establishing beneficiaries accountability in health programming
>        Experience of working in support of partner organisations
>        Sound and well developed knowledge and understanding of Health and HIV programming
>        Understanding of a broad range of health-related emergency and development issues
>        Knowledge of Health and HIV programme assessment, planning, monitoring and evaluation
>        Demonstrate strong professional commitment to the Health and HIV response
>        Excellent written and verbal communication skills
>        Strategic and analytical thinking skills
>        Excellent inter-personal skills
>        Good organisational skills, with ability to organise workload and report on both operational and strategic programme components
>        Good IT skills to operate independently.
>        Willingness to travel for up to 50% of the time
>        Willingness to work out of office hours when necessary
