Job Background
Our client is currently looking for a Country Director to play a pivotal role with significant influence in the region. The post holder will work to represent and manage the policy, advocacy, campaigning and programme work in the Russia Federation. They will also work with other organisations to influence institutions and media in line with the policy, with management responsibility for an International advocacy post. Dimensions: Required to develop long-term vision and action planning to achieve significant impact on own programme unit/region and the ability to change policy and practice in the external world. Representing them corporately and managing and influencing significant external relationships in a specific programme unit. Help shape organisational and divisional objectives in a specific programme unit or team/region. Set and deliver specified programme unit and/or team objectives. Produce, assimilate, analyse and use programme information from varied and diverse sources to provide in-depth analysis in the specific programme unit or policy area. Decision-making is strategic and operational with judgement based on specific problem solving experience and a range of external and internal factors. Problems are diverse and complex and addressed normally within organisational parameters Plan and manage human and financial resources and processes related to specific programme unit and/or area of expertise.
Job Duties
Programme development 1. Deliver demonstrable impact through direct action and develop and apply advocacy and campaigning strategies based on programme experience and outcomes in order to bring about policy and practice changes relating to regional aims. 2. Recommend and approve grants within agreed strategic priorities. 3. Ensure plans are developed to respond to potential humanitarian crisis and keep the Regional Management Centre informed of humanitarian situations. 4. Work with others, in line with Regional Strategy Team on all aspects of programme work. 5. Ensure that gender equity and civilian protection are reflected in all aspects of work. Representation learning and communication 6. Develop good relationships for donors, official authorities and other agencies, ensure that they comply with the relevant legislation, and that activities are understood and publicised. 7. Identify and conduct impact assessment initiatives and ensure effective communications about programme impact with stakeholders within. 8. Contribute to wider programme learning and regional communications, including human-interest stories that illustrate campaign priorities, keeping informed and informing the RC about relevant programme issues in the Region. Programme management 9. Manage staff effectively, including performance management, delegating authority where appropriate and ensuring that staff are given opportunities and training for development. 10. Prepare budgets for all activities and keep costs within budget, providing a monthly financial summary to the Regional Management Centre and quarterly analysis of trends. 11. Provide regular, consistently high quality reports programme and projects, ensuring that proper monitoring is included in all work. 12. Manage risks in the Russian Federation and monitor administration and logistical systems and procedures including effective staff security procedures and draw up special security guidelines in the event of serious security risk

Job Qualifications
1. Proven ability to work innovatively, creatively and effectively with limited direct supervision. 2. Substantive experience of advocacy work; influencing government donors and other organisations. 3. Excellent networking, interpersonal and communications skills. 4. Flexibility, stamina and proven ability to work under stress/difficult circumstances 3.5. A mature understanding of relevant issues derived from extensive field experience in relief and development with a similar organisation, preferably in CIS. 4.6. Substantial, demonstrable experience of managing programmes, people and budgets with a good understanding of team development. 5.7. Substantial knowledge of Commonwealth of Independent States in terms of its political, economic and social trends plus a good understanding of the key development and humanitarian issues in the area. 8. Proven analytical skills and ability to think strategically, including the ability to think beyond the country programme context and to act within a regional framework. 8.9. Competence for work on aspects of protection and human security and ability to link humanitarian response to longer-term development goals, especially in terms of livelihoods and conflict beyond the initial relief needs. 9.10. An active commitment to promoting gender equity and the interests of marginalized people in all aspects of GB’s work. 10.11. Proven financial management skills. 11.12. Fluency in spoken and written English. Fluency in Russian is a clear advantage. 12.13. First degree or equivalent in a relevant discipline (preferably economics, politics, sociology, humanities) or substantial experience.
Remuneration
• Salary: £25,064 to £34,272 net per annum • Market Supplement: £2,000 net per annum • Cost of Living: £2,000 net per annum • Annual leave entitlement: 21 days • Accommodation Allowance: Up to £11,647, £14,118 or £17,647 depending on whether the person is single, partnered or familied. This is based on actual costs. This would also be halved if the person was recruited from within the Russian Federation.
