Job Background
The purpose of this role is to provide leadership in program policy and advocacy across the organisation and ensure that the organisation has a policy portfolio that underpins high quality program design, ensures real impact for children and supports external representation and advocacy work in line with the organisation's Vision, Mission, Values and Goals
Job Duties
Policy 1. Ensure that the organisation has an up-to-date, forward looking and distinctive portfolio of documents describing the overall framework, policies, position and practice guidelines for its programs. 2. Lead and oversee the research and evaluation work that supports policy development. 3. Communicate and disseminate program policies systematically throughout the organization. 4. Prepare policy briefing documents and position papers as needed. Advocacy 5. Develop and build support for a global advocacy strategy. 6. Support the implementation of this strategy and oversee the management of organisation-wide advocacy campaigns and other global program activities. 7. Work with the country and regional offices and the HR function to develop and implement a capacity building strategy to deliver, monitor and evaluate quality rights-based programs.. 8. Ensure that organisation-wide advocacy campaigns and other global program activities are grounded in, complement, and support Plan’s program work across the organisation. Effectiveness 9. Ensure that comprehensive strategies, systems and processes are in place and implemented to assess the effectiveness, quality and outcomes/impact of program strategies and interventions as well as their alignment with approved strategies and policies. 10. Ensure that effectiveness processes include mechanisms of accountability and sharing with all stakeholders. 11. Monitor and report on program effectiveness and results Networking and Representation 12. Establish and maintain good working relationships with key managers and technical staff in the regions, program countries and member organisations in order to draw on the experience and knowledge of staff across the organisation in the formulation of policy. 13. Coordinate and steer representation at major global (program) events and with key multilateral and global institutions, alliances and networks. 14. Build strong external linkages with relevant institutions and academia for the development of program policy, evaluation and effectiveness measures & advocacy work. Knowledge Management and Systems 15. Enhance existing (central) program document and information management systems and optimize their use through the development and implementation of supporting business processes. 16. Work with regional offices and program countries to build effective knowledge management processes to ensure continued learning and program improvement. 17. Support and maintain the software system (PPM) to support program and project management. Management 18. Lead and manage the staff in the Policy and Campaigns Department. Set the overall strategy and annual workplans and prepare and manage the budget for the Policy and Campaigns Department. 19. Work closely with the Deputy CEO, the Regional Directors and the Director of Disaster Risk Management in providing policy and program leadership to the organisation and advice to senior management teams. 20. Through the Deputy CEO support the Chair of the Program Committee of the International Board in preparing the agenda for the meetings of the committee and in the follow-up of agreed actions. Job Qualifications
Skills Specific to the Post • Demonstrated ability to build and manage teams and networks • Demonstrated leadership in policy development and advocacy, • Excellent communication, representation and influencing skills • Inspirational, with strong leadership • Conceptual clarity and insight, and strategic thinking • Ability to deliver to tight deadlines • Masters level degree or equivalent experience • Extensive experience at a senior professional level some of which in complex organisations • Demonstrated competence as a senior management in a complex organisation • Experience of developing and implementing program strategy across multiple countries • Experience of external representation with media and advocacy • A track record of achievement while managing a heavy workload, amidst ambiguity and uncertainty • Knowledge of current international development trends • Experience of working with not-for-profit organisations highly desirable • Experience in developing countries advantageous • Fluency in English (proficiency in at least one other international language is highly desirable).
