Job Background

The post of Human Resources Director is a senior management position based in Brussels, with some travel to the field offices in conflict-affected areas, and is a 3-year renewable contract.

Reports to: Executive Director
Technical Line Manager to: all senior HR staff in offices worldwide
Administrative Line Manager to: any HR assistants or interns in Brussels office

Summary of position:
The HR Director is responsible for overseeing the management of human resources throughout the organization, for managing senior HR staff in each of our offices, for ensuring that the organisation has suitable and up-to-date HR policies and procedures in line with our organizational mission and mandate and for ensuring that these are followed throughout the organization

Job Duties

Personnel recruitment, retention and promotion:
• Oversee the recruitment process for all staff appointments
• Work with recruitment agencies, HR staff and senior managers to ensure the organisation recruits the best candidates
• Set up and ensure compliance with recruitment systems and procedures that follow best practices in the NGO sector
• Develop systems for encouraging staff retention and for identifying promotion opportunities appropriate to staff capabilities and organisational needs
• Negotiate, process, and monitor full-time and temporary employment contracts and their termination
• Ensure adequate inductions of new staff and exit interviews of leaving staff
• Develop and maintain salary structures, grading of positions and job descriptions

Performance management:
• Coordinate staff performance evaluations and assist staff in conducting them,
• Develop and ensure compliance with appropriate performance management systems throughout the whole organisation

Personnel Grievances and Discipline
• Oversee processes for handling staff grievances and ensure lessons are learnt and passed on to all managers
• Oversee disciplinary processes and ensure compliance with relevant labour laws
• Ensure all staff understand and comply with organisational policies and procedures.

Staff Development and Training:
• ensure that staff development policies are followed fairly and equitably across the organization
• Identify training opportunities and notify staff appropriately
• Provide staff training in legal and policy aspects of HR management as required

Staff welfare/support:
• Ensure insurance, health and other details of staff are available when needed for emergencies and other requirements.
• Work closely with senior management to prevent and resolve staffing issues.
• Assist Security staff as required to maintain and update security, emergency, and safety policies and procedures and their implementation in an emergency.

Development of HR Systems, Policies and Procedures:
• Maintain, update, and where necessary develop personnel guidelines, policies, and
procedures, including maintenance of the global HR Handbook in line with wider organisational policies
• Develop/maintain internal communication strategies to keep staff informed on critical
issues, policies, and procedures related to HR
• Ensure maintenance of up-to-date personnel records for all staff on paper and on computer, including contracts, job descriptions, CVs, documentation, compensation, recommendation letters, benefit & leave records

Senior Management:
• maintain updated own workplans with objectives and targets and report regularly on progress to line manager
• Monitor workplans and progress of other HR staff on a regular basis
• Conduct annual performance reviews of all line managed staff and make recommendations for promotion and salary increases
• Participate and contribute HR perspective to senior management meetings and discussions
• Advise the Executive Director and other senior staff on all HR matters

Job Qualifications

• Professional certificate(s) on HR/Personnel Management
• At least 5 years of relevant working experience with hands-on 2 year’s experience in HRM
functions at supervisory level, within the NGO/Charitable community.
• Excellent inter-personal communication skill, and direct experience working with international
staff
• Strong service orientation, self-motivator and willing to take initiative
• Ability to meet deadlines; working independently and as part of a team to achieve targets
• Excellent oral, editing and written (English) skills
• Proficiency in MS-Office
• Readiness and ability to travel to all field areas is essential
• Knowledge of labour laws in more than one country will be treated as an added advantage
• Proven Cross-cultural sensitivity, emotional maturity and physical stamina.
