Job Background
The Governance and Rights (G&R) unit provides support to their programs working on protection, rule of law, community and local governance and civil society development. G&R works alongside the other technical units, namely health, children, youth protection and development, gender based violence, economic recovery, and research evaluation and learning. Technical units are responsible for the development of policy and practice, technical support to field programs and act as the quality assurance agents for the agency. The Director of Governance and Rights is responsible for providing dynamic, robust, innovative leadership and vision for all the governance and rights programming.
Job Duties
The primary purpose of this role is to provide leadership on governance and rights work. This includes providing strategic direction on governance and rights issues, managing the governance and rights unit staff, developing the unit as a team and ensuring the unit provides high quality and effective technical support. IMANAGEMENT AND PLANNING: • Leading on strategic planning of the governance and rights work. • Developing annual work plans for the governance and rights unit. • Developing and managing the governance and rights unit’s annual budget. • Supporting effective recruitment and development of governance and rights field staff. • Secure additional funding for governance and rights work. • Fulfilling organisational responsibilities as a senior manager within the UK and within the International Programs Department worldwide. POLICY, GUIDELINES AND TECHNICAL SUPPORT: • Providing leadership and support in increasing the understanding of governance and rights issues in conflict affected contexts. • Developing policy on key governance and rights programming areas and supporting the incorporation of these policies into the strategic planning, program methodologies, tools and materials. • Providing technical support to the governance and rights programs in the field. Technical support will include strategic development, program design, fundraising assistance, advocacy, monitoring and evaluation, and field staff recruitment and development. • Ensuring all the governance and rights work is based on the organisation’s programming principles of 1) protection and promotion of rights, 2) participation, 3) capacity-building, 4) partnership and 5) holistic programming. • Developing monitoring and evaluation tools for the governance and rights programs. • Contributing to the body of global knowledge and promote evidence-based programming, through initiating and supporting rigorous field research, partnering with academic researchers when required, and disseminating findings. COORDINATION: • Coordinating with other technical units, promoting collaborative working to achieve shared objectives. • Participating in relevant inter-agency networks and working groups, collaborating with UN, academic institutions and others in elaborating policies on governance and rights programs. • Liaising with donors (DFID, the European Union and Development • Cooperation of Ireland and USAID) in the field and at HQ, to further the fundraising and advocacy efforts on areas of mutual concern and interest.

£43,073 - £51,222 depending on experience

• Exceptionally strong team-building and people management skills: the ability to lead staff spread across four locations and of diverse professional backgrounds; • Flexible work attitude: ability to perform well in an environment of competing priorities and to travel to challenging environments; • Proven strategic planning expertise; • Ability to translate policy into practice, linking aspirational goals to achievable objectives. and to promoting organisational change; • Post-graduate degree in related field; • Demonstrable understanding and experience of governance and rights issues as they apply to people and countries affected by conflict. • Familiarity and previous collaboration with institutional donors DFID, the EU and USAID, and with other key stakeholders • Excellent writing and presentation skills • Language skills: fluency in French preferred;
