Job Background
The Programme department is responsible for articulating and delivering the strategic direction for the organisation’s overseas programmes and positioning as an expert in child separation. Working in a number of countries within the regions of Asia, south America and the Caribbean, Africa, Eastern Europe, South Caucuses and Central Asia, their programmes are delivering interventions through branch offices, partners and consultancies to provide children who are, or risk being, separated, a safe, secure future.
Job Duties
• To be responsible for developing a consultancy unit; putting together a team of technical consultants and wining contracts for work to create a self-funding business unit. • To develop and deliver a business plan for establishing the consultancy unit. • Identifying opportunities to tender and undertake all necessary negotiations to win successful contracts • Identify and negotiate opportunities to participate in consortia to win and deliver contracts • On-going management of contracts and tenders in non-operational countries. • Managing a budget of up to £4 million • Ongoing contract management in countries were EvC is not operational • ensuring contractual and procedural compliance, negotiating with contracting agency • Financial management of contracts, ensuring financial controls are in place and reporting is undertaken in a timely fashion • Managing EvC role in consortia bids and projects either as lead or support partner • Management of the consultancy network, resourcing bid writing and project delivery • Development of the consultancy unit through researching and writing a business plan • Identifying current opportunities for contracts, tenders and consortia bids. • Writing proposal to win new work. • Develop all necessary documentation in support of a tendering process

Job Qualifications
• Knowledge of contract culture and donor requirements for consultancy interventions, tendering and consortia bids • Knowledge of child protection and child rights , understanding the issues for separated children would be an advantage • Interventions to bring about successful institutional reform, systems development, policy and practice change, and civil society engagement • Business planning • Managing consultancies ensuring contractual and procedural compliance • Working with institutional donors. • Managing relationships and development of institutional reform with state partners, and engaging civil society in transformation • Writing complex funding proposals and budgets • Managing consultant input into programmes at a distance • Distant management of projects • Managing complex budgets • Proposal writing • Entrepreneurial approach and solutions-orientated • Ability to work flexibly and on own initiative • Good communication skills and ability to negotiate
